I go June - July. It is "off season" in the Philippines, and so there are bound to be less crowds and, so you may encounter lower prices.
It usually rains a bit, but that's not a bad thing. It cools it down and help clean the air a bit.

Philippines is blessed with a tropical climate that has relatively generous amount of rainfall and gentle winds. Basically, there are three noticeable seasons namely the wet and rainy season (June-October), the cool but dry season (November-February) and the hot and dry season (March-May).

in summer, because there are many opened places like beaches example of this is Boracay in Aklan. You can also wander around the open place.
