Depends on what you like. If you like cooler weather December to February will be a nice time to go there. March and April will not be bad if you like beaches. June to August is rainy season in the Philippines. May is hot and make sure bring spray or lotion to keep the mosquito off if you are going around May.

I would say May especially if you would like to hit the best beaches the Philippines can offer. That's because May is not too hot and not too crowded cuz the beaches gets really crowded in the months of March and April. Although, if you like big crowds March and April can be good too.
As long as you don't travel around the rainy months like June, July, August and September.

in my opinion, best time to go to the phils is sept-nov for 2 reasons, first cheaper plane tickets :D, sec the weather is just better compared to march-may when it's summer and very hot and humid.
