Do you agree on MMDA new policy of penalizing litter bugs in Manila?

Filipinos who openly throw their waste products anywhere they wish like eating candy, spitting in public, or cigarette butts. Some Pinoys think that the Philippines is one big waste basket. The new policy of MMDA program is to issue them ticket and pay the fine or if they cannot pay the fine they must render a community service like cleaning toilets. Those who will ignore the tickets will reflect in their NBI records. Do you agree on this present policy of MMDA to get rid of Filipino litter bugs? To me better late than never. It should have been applied long time ago like the early 1970's or in the 80's. But as they say "it is hard to teach an old dog new tricks". I myself agree on this policy only to teach us the proper disposal of waste products. Bakit pag ang mga Pinoy nasa ibang bansa like UK or the US sumusunod sila sa batas ng host country bakit pag nasa sarili na tayong bansa hindi. Bakit ganito ang ating mentalidad medyo baluktot hindi ba? It is only now we are applying the Singapore style of littering that everyone caught will be penalize or thrown to jail. Kahit nga kumakain lang ng chewing gum sa Singapore bawal puede ba sa Pinoy iyon. Filipinos are the most undiscipline individual in the world. I know bec. I am at present an OFW and I have seen the routine and the behavior of almost every Pinoy I have been with. Kung ano ang bawal iyong ang ginagawa pa. Like drinking home made liquor, and gambling like c-o-ckfighting in a Muslim country is strictly prohibited but they still do it. For me mahirap disiiplinahan ang Pinoy, you probably need an iron fist to make it happen. Meron mga nahuli nangangatwiran pa. The style of Pinoys to blame somebody else. What I want to read are for those who are against this new policy, and why. What is practically wrong with the new policy of MMDA for you? For me if I'm caught I will pay the fine or even render a community service for me to know that I make a mistake. Discipline is a virtue as often said, not everyone has that kind of virtue. What do you think?

It's a great idea and very much needed however for several reasons will never amount to much.



Few laws in RP are enforced.

No garbage receptacles other than the few found in major malls.

Most Filipinos have little self discipline as you correctly pointed out.

a law that would only penalize those who have no government connection.

there is no transparency and whitewash is always a possibility

many people only show discipline when there is a "cat" around

those who care less in performing discipline are most often blameless because they are aware that such amendments are ningas cogon and thinking the Filipino mentality of awa (pity) pakisama (camaraderie) avoiding being a sipsip (nosey) patawad (forgiving) would regard this less seriously.

Maybe the MMDA just made this a prelude to a stiffer penalty because I have forwarded them the reward system wherein anyone caught with a violation would pay penalty and the reporters, up to 3 levels, supported by photos would get commissions and they are not required to be identified so that retaliation by the offender would be in thin air. They said that they would put that in trial.

About "DANG" time they start cracking down on those who litter the streets. I hope this time the Human Rights Activists and the stupid politicians stay out of it. You just can't get anything done in the Philippines without some kind of opposition. The first thing that strikes you when u come to the Philippines is how dirty, black and dilapidated the place is, you just want to hold your breath until you get out of Manila. And if you spend enough time there, you quickly know why. Filipinos need to be educated about civic duties, as a citizen they have to do their part in helping to maintain a clean and sanitary environment. Besides throwing their trash in the street, they also spit constantly (cause and effect principle). Keep the environment clean and you won't have to spit so much. Why do you think only 2 million tourists visit the Philippines a year when 18 million go to Thailand for instance? TOO DIRTY and POLLUTED. yuck!!!!!

This is old news for Olongaponians voted as one of the Cleanest City of the Country during the times of the then Mayor Richard Gordon who has implemented this scheme during the 1980s. There you can find slogans like : "Bawal ang Tamad sa Olongapo" and "Aim High".



Did you know that Jeepneys and Tricycle in Olongapo have color codes representing their routes - this is to avoid what we call as 'kolurum'

Did you know that it is a must for Jeepney/Tricycle Drivers in Olongapo to wear uniforms and shoes.

Did you know that in Olongapo- sidewalk cigarrette, flowers, fruit and newspaper vendors must wear a uniform and ID showing their names and badge which says "Aim High"

Did you know that the 'kariton' used by peddlers like the 'magbobote' in Olongapo has to bear a registration plate.



What about in Davao, Do you know how desciplined Filipinos are in Davao?

Should have been strictly imposed a long time ago, if only there were enough waste cans on the street. There certainly aren't any public waste cans in our area. City and town mayors, through barangays, ought to provide them. If theft is a problem, just do cement thingees, with large cans that have handles that garbage collectors can lift.

If Filipinos can not practice willing submission, then "forced" compliance to the law will bring them to their senses! It may take time - but then. let us "begin the begin"! Shall we start it now?
