Depends on the season. When it's the low season you can really get some ghetto cheap prices, but if it's the high season like June, July, August and especially December, it's pretty tough to get one. Just like what the other person said. Go to sites like cheaptickets.com, travelocity.com, orbitz.com, or contact a travel agent because they would certainly know which airline gives promotion despite being a high season. But, if you still wanted to know which airline has the lowest price, I think it's Philippine Airlines especially if you're travelling from the West Coast.
